Pretty much everything I launch that isn't in the ignore settings crashes.

I am running Windows 10.
There is nothing in Dxtory_log.txt or ErrorLog.txt
I have tried 2.0.133 and 2.0.128 both have the same problem.
I have restarted my computer multiple times. And I have tried adding a delay hook and running the other applications as administrator.

And you're sure it's Dxtory? I had similar issues with afterburners overlay in the past.
Try disabling programs to make sure it's Dxtory.
If so, then try to disable the overlay to see if that helps.
Untick all from Overlay -> Status
From what I can tell it is dxtory.
Can't launch CS:GO, dxtory is open. Close dxtory, it launches fine.
