Yes, Dxtory had support for AMD VCE. You can download it here: https://github.com/jackun/openencodevfw

But sadly it won't work anymore. Something changed in the latest AMD Drivers (15.7 and up) which caused the codec to not work anymore. You can read everything about it here: https://github.com/jackun/openencodevfw/issues/26 (https://github.com/jackun/openencodevfw/issues/26)

There is some kind of new/workaround AMD codec, but it's not even close to the perfomance AMD VCE had. I'm getting around 40-45 FPS with that codec. (@1080p with the R9 290 OC)
