Crash on start-up

Tried swapping verisons, clean install (both dxtory and windows), Swapped drivers as well as cleaned them up, sfc /scannow, tried in safe mode, ran various scans etc etc

Another odd thing, when the software does crash; my mouse begins to smooth (weird acceleration until I close the error message)

Also, there is no software that effects windows aesthetically installed.
