Exclude cpu core(s)

Is there a way to exclude cpu core(s) from being used by dxtory and/or x264?

I wasn't able to find that option so is there some sort of command line feature for this?

Game: World of Tanks
Heavily relies on a single core and I don't want dxtory using it, to minimize FPS drop.
