Flashing Glitch (Reply As Soon As Possible)

so i got weird flashes on my fps and my videos when i rewatch in on windows media player so if possible please help me. And also this is my  enviroment information!

it does do it while playing minecraft.

Okay, if you have Optifine, go to Minecraft Options > Video Settings > Performance and turn smooth FPS off. Now go back to video settings and set the Frame rate limit to "Unlimited". This should fix the flashing. If you have amd products and are on the latest AMD Drivers,go to the Radeon Settings application, click on your Minecraft profile and make sure the FPS Limit is turned off. If you don't have an AMD card/not the latest AMD drivers, just ignore this step.
